Circular of the Minister of the Interior, to the political Chiefs:-
Madrid, April 13.

" The news received respecting the events in Naples, (though very indifferent for a nation such as ours, that marches tranquilly and with dignity in the path of glory and honor, and the prosperity of which is opened by the adoption of the constitutional system) might encourage the perfidious enemies of this beneficent system to renew their criminal attempts, and seduce the unwary to trouble, public tranquility in some parts of the kingdom.

These events might also serve for a pretext to inquiet persons, without reflection or prudence, who, in imagining dangers which will never happen, and in giving them more importance than they possess, to excite popular agitation, which always offends the majesty of the laws, compromises public authority, and puts the depositories of power in a painful situation

" The king, whose first duty is the preservation of public order, cannot avoid dreading that the result of the impression caused by the aforesaid may be such as this-and, determined to use all his authority to preserve the public mind, and to prevent the noble and majestic movement of the nation and of the government. whose object is to consolidate our institutions, from being interrupted, his Majesty has charged me to say to the political chiefs, that, in accord with the captains-general and other authorities of the provinces, they take all the measures that their zeal dictates, that circumstances exact and which their functions admit of. to pursue without relaxation the circuit enemies of the system, to discover their iniquitous devices to deliver them to the judicial power, and to excite the zeal of the last mentioned to punish promptly and exemplarily, as well to stop every agitation or popular movement, whatever may be the pretext they must invest themselves with all the necessary firmness which is exacted by the great confidence that his Majesty has placed in their hands, by charging them with the superior government of the provinces, for the tranquility of which they are responsible.

" The will of the king is, also, that you make the people under your orders feel that much as the friends of liberty ought to be afflicted at the events of that nation, we ought never to consider them as capable of influencing in any way the destiny of an heroic people, whose worthy representatives, strictly united to their sovereign, have irrevocably decided to die rather than to consent that this heroic nation may be anew the victim of arbitrary power, and cease to gather the precious fruits which are promised by a rigid and exact observance of our sacred code.

" In fine, his Majesty wishes that you seek to enlighten public opinion, by making it understood by the inhabitants of your provinces, that the nation and the king have entered unanimously into the glorious constitutional path, without reckoning on the will of other nations, or without calculating on the events favourable or otherwise, which may occur to the cause of liberty-that they will follow it with the same serenity, and in a manner not to be disturbed, whatever may be the result of the struggle -and that Spanish hearts, far from being discouraged by such events, and making and augmenting dangers, ought to make their serenity visible-and satisfy in this way the whole world, that if abandoned and alone. they have known how to resist the colossal power of the tyrant of France, to preserve their independence and the throne of their kings -they will also know how to make similar and greater sacrifices still to defend their sacred laws-to make their freedom, their independence, and the constitutional throne of their august Monarch respected. His Majesty hopes that, guided by these principles, you will direct the public mind by preserving order, and making authority respected, which will give you a new right to the public esteem, and to that particularly of his Majesty.
