BERLIN. (Monday) Jan. 1.-Germany will be the first country to advocate international abolition of compulsory military service, Ebert declared in an interview with the United Press.
He declares the German delegation to the peace conference will vote solidly on this point and similar measures if the other nations unanimously approve it.
He adds, however, that if France continues to keep a strong standing army, Germany will favor the adoption of the Swiss system of modified service.
