Politicians are predicting that the vote next Tuesday will not exceed 20,000, altho the registration is over 30,000. General apathy over election, and the fact that everyone is so occupied with his work and with war news that he has lost sight of city affairs, is given as a basis for the prediction.
Those who do not vote will have an opportunity to vote at the final election, if no candidate is elected Tuesday. According to law, if a candidate receives a majority of all votes at the primary, the election ceases to be a primary but becomes a general election. If it is a general election, non-voters are stricken from the books and cannot vote at the finals. If it is only a primary, names are not stricken.
