BOSTON, Sept. 12.

Capt. James Tracy and Lieut. Mann of the Yankee Hero brig, were sent from Halifax to Staten Island, the last of July, on board the Mercury pirate Frigate, James Montague--[Capt. Procter of Philadelphia, who is now a prisoner in Halifax gaol, was 11 weeks in irons on board the above frigate, during which time he was treated in the most barbarous manner by the above Montague, who, several times threatened to hang him, and offered one of his sailors 4s. to swear his life against him.] Mr. Carpenter of this town, is closely confined in irons in Halifax gaol, by order of General Massey who commands there.
