JOHNSON INTIMATES HOOVER PLAYS POLITICS

Washington, D. C., May 8 Answering Herbert Hoover's challenge for a clear definition of his views on the peace treaty, Senator Hiram Johnson today said:

"The league presented to the senate by the president which Mr. Hoover advocated last year neither promotes peace nor reduces armaments. During Mr Hoover's advocacy of this league last year he never mentioned reservations: on the contrary, the tenor of his speeches was in direct opposition to any reservations. With his candidacy came a change of heart and for the first time we find him as a candidate favoring reservations. These reservations last year it was asserted, broke the heart of the world." 'cut the heart out of the covenant,' made 'scuttle and run' and the 'slackers of the world'

"Mr. Hoover now embraces the opportunity to 'break the heart of the world' and cut the heart out of the covenant."

I have consistently opposed the pact as presented and with the reservations attached I would welcome, of course, any real attempt to promote peace and prevent war."
