MOSCOW (AP) In a surprise finish to hard bargaining, West Germany agreed tonight to set up diplomatic relations with the Soviet Union. The pact was made in return for a Soviet promise of early release of Germans still held prisoner in Russia.
The accord was announced in a communique signed by West German chancellor Adenauer and Soviet prime minister Nikolai Bulganin.
The communique was issued after the close of four days of talks here between Adenauer and Soviet leaders.
"Today is a big day in the lives of the Soviet people as it is in the lives of the German people," a Soviet spokesman declared.
The decision ends the estrangement between Bonn and Moscow that has existed since World War II.
The communique was agreed upon after a 7 1/2 hour final meeting of the German and Soviet delegations.
This was the fourth full session of the negotiations conducted in Moscow on the invitation of the Russian government.
The communique was read to separate German and Soviet news conferences.
The German press officer, Bonn's U. N. ambassador Felix Von Eckardt, told correspondents that in addition to the communique there was an exchange of letters between Adenauer and Bulganin.
In one of his letters, Adenauer made what the Germans called "judicial reservations" on two major issues. These were:
1. That the final fixing of Germany's frontiers must, in the opinion of the German Federal Republic, be done only in a final peace treaty.
2. That the German Federal Republic claims to speak for all Germany.
