THE CONGRESSIONAL CANVASS.-In view of the Congressional canvass about to be opened in Virginia, it may be well to remind the local leaders in every city, every town, every county, and every township, that the only danger the Conservatives have to fear is the indifference and inaction of the white voters. The times are not now as they used to be, when the people of Virginia all took an animated interest in politics. The times are harder now. Our people are poor; they have little leisure, and many of them little heart for participation in public affairs. Hence it is always difficult to bring out the vote of the Conservative party as fully as it ought to be brought out. And in the coming Congressional elections, it must be remembered, there will not be that universal excitement which ordinarily attaches to national, State, and local contests. The Radical party in our State is mainly composed of negroes, and the negro may be expected to vote under all circumstances and on all occasions. Whether the weather is fair or foul; whether he knows what office is to be filled, or does not know, the negro always obeys the behests of his party, and goes punctually to the polls.-Rich. Whig
