WASHINGTON, Feb. 26.-The House committee investigating government agencies heard testimony yesterday that regional officials of the War Shipping Administration are trying to force joint use of ship quarters by Negroes and whites despite union policy.
John Hawks, first vice president of the Seafarer's International Union, told the committee that Craig Vincent, Atlantic representative of the agency's recruitment division, and Frank Pollatsek, its New York agent, were "distorting and twisting" orders of President Roosevelt's Fair Employment Practices Committee.
It has been the policy of his union, Hawks said, that Negroes and whites may not be forced to eat together or sleep in the same quarters. But, he said, W. S. A. officials are attempting to make them do it by sending Negroes to ships when whites have been asked and sending whites when Negroes are wanted.
Hawks declared his union does not discriminate against Negroes in employment and that some union officials are Negroes. The separation policy is supported by the 2,000 Negro members themselves, he said.
