PHILADELPHIA, April 9

An article under the Amsterdam head, in one of our late London papers says-- "the French commissioners who are gone out to St. Domingo with the Brest fleet, have it in charge to invite Gen. Toussaint to come to France to take upon him an important office. Should he refuse, and not submit, he will be treated as an enemy to the republic. The fleet are not intended solely for St. Domingo, but the effecting of some other purposes---among which is the taking possession of Louisiana."

If Toussaint consents to leave St. Domingo, it is intended to give him the place of a senator in France.
