FOREIGN.

Latest from France.-The ship Adonis, Capt. CHAMPLIN, has arrived at Savannah from Havre-De-Grace, bringing dates to the 14th May, inclusive. A commercial friend has favored us with the perusal of letters and prices current, from one of which we have made the subjoined extracts, showing the state of markets.

We have not learnt any political intelligence by this arrival.

"HAVRE, 14th May, 1817.

"Cottons, although rather dull since few days, are merely neglected on account of the high prices at which they are held, considering their quality, which is certainly inferior: however our last sales of Uplands were at 48f. a 48f. Louisiana 53f: the asking prices are 49f. a 54f. and supplies coming in but slowly, and with the exception of the ship Caledonia, which arrived to-day, with about 1100 bales of Cotton, from Savannah, we have been deprived of arrivals of any importance for two months.

"Rice had been sold last week at 56f. and afterwards at 60f. and every thing induced us to think that Rice would be still higher, but the late rains which give us the best hopes for the ensuing crop, tend to depreciate that article, and sales were made yesterday at 55f.; it has to-day been offered at 52f. 50c.; the variations in that article arise from the more or less demand from the capital, where large contracts have been made, deliverable in all the ensuing months as far as August; and Rice is very little used in France."
