Extract from Washington.

" We are clearing away the cobwebs and preparing for the "great and weighty matters" which are to be submitted to Congress at the special, or I may call it the long session. Col. Polk is here, and about sixty members from various states. There is much speculation about Speaker. My own opinion is that the Kitchen will insist upon Polk—the Conservatives will, in all probability, vote for Patten of Virginia, and the Whigs will go for Bell. I do not think under any circumstances that the conservatives can vote for Polk, and as parties are nearly balanced, the impression is that Bell is most likely to succeed. This would be a fortunate move for Mr. Van Buren, for I am positively of opinion that he will make a very popular President when in a decided minority—he will then calmly follow public opinion, and not require the aid of those officious and meddling politicians, who utterly destroyed the most popular man that ever lived, and with him almost ruined the country. Much speculation is indulged in the newspapers as to what the President will recommend in his message. It is a pity that we do not look more to the action of Congress and less to the Budget—look more to the supreme power of the land and less to the Executive; but I have reason to believe that you will all be disappointed. Mr. Van Buren will give us a smooth, plausible and cautious message adapted to the times. He will not recommend Kendall's plan of a Sub-treasury Bank, but will be in favor of Treasury notes to be issued in the ratio of public wants, to be received for government dues—not to bear any interest, but to circulate like bank notes, and be redeemed gradually by the banks now holding the public deposites. It is a temporary measure, recommended with the hope of its producing immediate relief. Facilities and extension will be recommended for bonds now due the government, and no startling experiments ventured upon; the result of recent elections has checked a spirit of speculation on events.

How the recommencement of a national debt will be relished by the people remains to be seen.'
