MICHIGAN AND ARKANSAS.

The bills to admit these important Territories into the Union, as States, passed the House of Representatives in Committee of the Whole, on Friday morning; and probably, ere now, have by the votes of the Senate and the House, become members of the confederacy. The opposition, determined if possible to deprive the free citizens of these Territories of their votes in the Presidential Election, arrayed themselves in solid phalanx, and fought against their claims with a desperation worthy of a better cause. Having heretofore controlled the majority by means of the law of the House which requires a vote of two thirds to suspend a rule, that majority having succeeded in getting the bills before the House, determined that neither postponement nor adjournment should take place, till they should have been disposed of. They continued, in Committee of the Whole, to debate the question during the night; and when it was found that the democratic members were still determined to persevere, Mr. Wise, the contemptible Virginia madman and political incendiary, announced his intention, after having obtained the floor, to occupy the time of the House, till the hour when he supposed the Committee would be compelled by the laws of the House to rise, that the Speaker might take the Chair, and leave the questions still in statu quo. But the Scripture saying was fulfilled—the wise was taken in his own craftiness—When the hour arrived, after he had spoken many hours, he called for the Speaker to take the Chair—His triumph was short lived for to his utter dismay, the rule was found to be that 'He [the Speaker] shall take the chair every day precisely at the hour to which the House shall have adjourned on the preceding day;' and as the House had not adjourned on the preceding day, the Speaker refused to take the Chair, the Committee refused to rise, and finally both bills passed in triumph through the Committee. Mr. Speight, of N. Carolina, was in the Chair, and it is said, filled it nobly.

We congratulate our fellow citizens on this signal triumph of principle over the efforts of a desperate faction, which we consider as their death struggle.
