Secretary Lansing's position heretofore frequently defined in cases where American lives have not been jeopardized has been not to protest against submarine attacks. It was stated on highest official authority today "there has been no change yet" in this position.
Full disavowal, ample reparation and satisfactory punishment of the submarine commander will be given the United States it was said at the German embassy when it became known there Ambassador Gerard had received Germany's admission of guilt in the Sussex case. The pledge in the last German note makes it self evident there will be no hesitation by Germany in disavowing the act, and though no official would forecast what punishment would be given the commander, the impression was that it would not be "too lenient."
Attacked Without Warning

London, May 10: American Consul Frost at Queenstown today wired confirmation of the press report that the White Star liner Cymric, torpedoed Monday afternoon, with the loss of five lives, was attacked without warning.
Frost also confirmed the statement that there were no Americans aboard the liner, and that she was not armed.
It was authoritatively stated today that the Cymric was not in admiralty service. As an ordinary merchantman she was entitled to all the immunities granted by Germany in the pledges to the United States in the reply to the American note.
