We are pleased to learn that the President has appointed Col. W. R. Colhoun, of this district, Secretary of Legation at Paris. He has accepted the appointment, we understand, and will take his departure for his post of duty in a short time. Col. Colhoun is a gentleman of finished education and polished manners, with a social turn that will gain him admittance into the very best circles. He has our best wishes for his success in his new mission, and a safe return, at no distant day, to his State and numerous friends.
