State of Pennsylvania, in General Assembly, Tuesday, September 16, 1788, A. M.
THE Committee appointed September 12th on the Address and Memorial of Eleazer Oswald, made report, which was read, and on motion, and by special order, the same was read the second time:—whereupon,
Resolved, That as the General Assembly is of the nature of a Grand Inquest for the state, this House will, on Tuesday next, resolve itself into a Committee of the whole, to enquire by parole or other evidence, into the truth of the charges exhibited in the Memorial of the said Eleazer Oswald against the Judges of the Supreme Court, and to determine whether or not the charges are a sufficient ground for impeaching the said Judges.
