HOUSE OF REPRESENTATIVES.

THE MEMPHIS CONVENTION.

The Journal of yesterday having been read—

The SPEAKER announced, as the first business in order, the motion of Mr. HOLMES, of South Carolina, to suspend the rules prescribing the regular order of business, so as to afford him an opportunity to present a memorial with certain resolutions, adopted by the Convention which lately assembled in the city of Memphis, in the State of Tennessee, to deliberate on and suggest measures best calculated to promote the interests and business of the Western section of the Union.

Mr. COBB called for the reading of the memorial and resolutions.

Mr. HOLMES said they were very long, touching a great many subjects, and would consume much time in the reading.

Mr. COBB withdrew his call for the reading, and asked for the yeas and nays on the motion to suspend the rules.

They were ordered.

Mr. STEPHENS called for the reading; but after some explanations from the Speaker, withdrew his call.

And the yeas and nays were taken on the motion to suspend the rules, and resulted as follows:
