At 12 o'clock, the Speaker took the chair, and the roll being called, 174 members answered to their names. Mr. Cushing moved that a Committee be appointed to wait upon the Senate, and inform that body that there was a quorum. Adopted. Mr. C. then moved that a Joint Committee be appointed to wait upon the President, and inform him that Congress was ready to receive any communication from him. Messrs. Cushing, Tillinghast, and --, were appointed the Committee on the part of the House. A motion that the hour of meeting of the House be at 12 o'clock, daily was adopted.
Mr. Adams gave notice that, tomorrow, he should move to rescind the 21st rule, which you know provides for the non-reception of Abolition petitions. Mr. Wise objected to the motion, but the Speaker said it was in order, as it was only a notice, and that it would take precedence of all other business. Mr. Everett, of Vermont gave notice that he should move to bring in a bill to repeal the Bankrupt Act. Intelligence came that there was no quorum in the Senate—when on motion of Mr. McKennon, the House adjourned.
In the Senate, only twenty-four members appeared, and there not being a quorum, no action was taken, and after a while they disappeared.
