Lord Robert Cecil, minister of war trade in Great Britain, admits that the present rate of destruction, without considering the possibility of resumption of unrestricted submarine warfare, means a serious loss to the world's tonnage. While the minister makes this statement as an excuse for his country to tighten its grip around the neck of the blacklisted firms, it seems to be borne out by the facts in the case.
It is estimated that between June 1 and September 24, a period of four months, more than 277 ships have been sunk by the operations of German submarines. It is more striking that the department of state at Washington should go so far as to say, that within the last five months reports have been received of the destruction of nearly three hundred vessels, but that "as yet there has been absolutely no indication that Germany had violated the agreement arrived at" between the two governments.
