If the present agitation shall result in the correction of the lax methods which have prevailed for the past few years in the city hall with reference to the building of school houses, it will be a good thing.
The committee on public buildings, after it gets the advice from the city solicitor which it seeks, will probably assert itself, and demand that all orders having to do with the construction of buildings by the city shall be referred to it for investigation and report. It cannot, however, force the city council to refer such matters. The council may, if it chooses, pass the order for the construction of new school houses without referring them to any committee, without making any pretence of investigation. But, as we said in the first place, it is unfair for members of the city council to attempt to hold the committee on public buildings responsible for action on matters which have never been referred to it.
