The Boston papers furnish the Speech of Governor Brooks. It is a dignified and patriotick performance, evincing an intimate acquaintance with the nature of our political interests and the means by which they are promoted. Governor Brooks informs the Legislature that a few items of the war account, as exhibited by the Massachusetts' Commissioners against the United States, were considered by the Executive as coming within the purview of existing laws, and that eleven thousand dollars have been remitted to him by the War Department on account.
