We have laid by many articles, to let in the proceedings of Congress—and that body will certainly rise today—as the curtain closes upon them, the catastrophe becomes more interesting—though, in few words truth, it may be said, their Journal has been little more, than what Mr. Hume calls "a history of reversals," or abortions—But facts now, comments hereafter.

In the Senate, the "National Bank" bill has been put to sleep till the 1st Monday in Dec.—Ayes 17, Noes 14—No disposition had been made of Macon's bill. No. 2.

Gen. Smith, from the committee, had reported, to retain the provisions about public armed ships of G. B. and France, to strike out all that related to the additional duties and the provisional renewal of the Non Intercourse law—and in lieu of these, to put in a clause authorising the P. U. S. to protect our commerce by our public armed vessels.
