The federal power is invoked in Arkansas by V. V. Smith, claiming to act as Governor, inasmuch as Gov. Baxter has abdicated. The application was made to the President on Saturday and by him referred to the Attorney General. No decision has been reached. Smith claims that the new constitution is illegal. The last phase is the issue of warrants by Judge Clendennin of the Circuit Court, for the arrest of Smith, and Wheeler who claims to act with Smith as Secretary of State, and John G. Price, manager of the Republican, charging them with conspiracy to illegally possess certain of the State offices. Price was arrested late Saturday night, but the others could not be found after a thorough search of the city. The State House was in charge of a body of armed men. It was supposed the new constitution had effectually settled the Arkansas troubles, but it seems the old officers hope to obtain the aid of federal bayonets and precipitate a state of anarchy.
