The Senate was called to order and proceeded to business.
Mr. Webster presented the memorial of the Chicago convention, which was referred to a select committee.
The bill to amend the naturalization laws was taken up and passed. It provides that temporary absence from the United States does not violate the rights of those who have declared their intentions.
The resolution giving the carrying of the Southern mail to the Richmond Railroad Company was debated.
In the House, Mr. Cobb was elected Speaker during the absence of Mr. Winthrop on account of sickness.
Mr. Wentworth presented the memorial of the Chicago convention, the consideration of which was postponed till Wednesday.
Mr. Andrew Stewart moved a suspension of the rules in order that he might introduce a resolution instructing the Committee of Ways and Means to report a bill increasing the duties on luxuries and foreign manufactories, which come in competition with American labor.
The yeas and nays were called and the motion was lost—two-thirds not voting for it.
The Vattemare bill was passed.
