Brownsville, Tex., Sept. 5.-(AP)- The Rio Grande river, sometimes so shallow that men wade from Mexico into the United States, but now a torrent that has taken a possible dozen lives and done unestimated damage rolled down from Laredo into the fertile gardening and citrus orchard districts of the lower valley.
