Russian Communists Encircling the United States Rapidly.

South Carolina Broadcasters Meet

Vivid Picture of America's Plight

Putting into effect their blueprint for encirclement of the United States.

Mrs. Burton Utz, of Sarasota, Florida, to the South Carolina Broadcasters Convention, held at Myrtle Beach, South Carolina, on August 22, 1960.

In this speech, she detailed the plan of encirclement and today we see the Russian Communists firmly entrenched in Cuba to the immediate South of us.

With Cuba in the hands of the Russian Communists, they have driven a wedge between the United States and South America.

They are not content with mere control over Cuba. The Russian Communists have so infiltrated Mexico until we are completely shut off to the South of us.

Today we only have Canada to the North of us.

While we put great pride in Alaska, we must recognize that the Russians are encamped on their own territory a few miles across the straits from Alaska.

Slowly and surely the people of the United States are sitting quietly by while the Russian Communists fasten the noose around our necks.

In this address, Mrs. Utz said: "Finally, I shall discuss the Communist blueprint for the Encirclement of the United States. The basic plan for world conquest was stated by Lenin in these words: 'First we will take Eastern Europe, then the masses of Asia, then we will encircle the United States, which will be the last bastion of capitalism. We will not have to attack.' It will fall an over-ripe fruit into our hands."

The plan for encirclement is contained in a document captured by military intelligence. It was written by the Communists in 1953, and placed in the CONGRESSIONAL RECORD by Senator Knowland April 29, 1954. These are its points:

The United States must be isolated by all possible means.

'Any vigorous action in Europe would lead to war. We have to, until we are certain of victory, take a course which will not lead to war.'

'Britain must be placated by convincing her that there is a possibility of settling major issues between the East and West, and that the Communist and the capitalist countries can live in peace.'

'In Asia, on the contrary, such methods as internal revolution, infiltration, intimidation will yield an abundant harvest. C.'

Japan must be convinced that rearmament endangers her desire for her trade will offer national security possibilities for steering her away from the United States.

'India must be convinced that the Soviet Union is her friend. After India, over, the problems of the Philippines and the Arabic countries can easily be solved. This task may be completed by 1964.'
