SAN FRANCISCO, Dec. 16. (UP)—Abolition of all courts below the superior court level and creation of a county court system to take over the present duties of municipal judges and justices of the peace were proposed Saturday to the board of governors of the California state bar.
The board of governors approved the recommendations and will submit them to the legislature.
A committee appointed to investigate the state's inferior courts reported to the board that the system now in effect was "uncertain, unstable and unequal" because of overlapping jurisdiction in many counties and lack of suitable judicial representation in others.
The courts system of Los Angeles and Alameda counties were held to be particularly "complicated" and in need of correction.
The report pointed out that it often was not clear in which court a case arising in the area between the cities of Los Angeles and Long Beach was to be tried because a portion of the county territory as well as the incorporated cities of Huntington Park, Walnut Park, Southgate and Lynwood were in that area.
