Censors of Private Mail.

Russia keeps up an official staff of letter examiners in every city. So overburdened with work has this body of organized tamperers with private mail become of late that it has been mixing the mail, and many complaints are being received. In St. Petersburg the staff of letter openers, known as the "black cabinet," consists of 112 individuals; but so greatly increased has become the volume of revolutionary literature sent through the mails that the number must be added to in order to cope with the work.
