From NEW-YORK, May 22. An affair of but little moment in itself has occasioned considerable alteration here. Some French and American Republicans lately erected a new cap of Liberty in the Coffee room of the Tontine, entwined by the American and French flags. On the morning of the 19th, somebody went into the room, broke the lamps under the Cap, and tore the French flag. It is charged to a Mr. WILLIAM ANDERSON, lately from England, and a reward of 150 dollars is advertised for apprehending him. This has raised some ill blood--a number of Frenchmen, resenting the insult, have attacked the chamber of a Mr. Codd, a British officer, took his regimental coat, brought it down, and tore it to pieces!
