IN LETTER TO GOVERNOR

De Lugo Offers To Resign; No Reply

Rumors of a high-level rift in the Democratic Party has forced the resignation of Ron de Lugo, the governor's representative for St. Croix, were denied today.

"I have offered to resign," De Lugo told The Daily News, "but have not received a reply to me by letter and have not had a chance to see the governor since he returned..."

In a letter dated July 6, De Lugo wrote,

"It has occurred to me that my position on the reapportionment section of the Virgin Islands legislation now pending in Congress might embarrass you. If this situation should arise do not hesitate to let me know and I will submit my resignation."

For de Lugo's views on reapportionment, see page 2 for the partial text of a recent radio broadcast on the subject.

Asked if he actually disagreed with the governor on reapportionment, de Lugo said, "I do not believe that the governor and I are in conflict over reapportionment. But I do not know if we have exactly the same feeling..."

De Lugo said that he was...

waiting for State Democratic Chairman Joseph Alexander to return to the Virgin Islands. He, Alexander and National Committeewoman Lucinda Millin plan to meet with the governor to discuss the organization of the Democratic party.

"One of the things we will discuss will be patronage," De Lugo said. "We should set up a better means for dispersing patronage."

Asked if he felt Democrat Party members received a fair share of government jobs under the Paiewonsky administration, De Lugo declined comment but indicated that party members on St. Croix were not pleased and had not received their fair share of jobs.

"It is really not appropriate for me to comment on this situation at this time," De Lugo said.
