Civil service, which has been preached so much, is for the benefit of the Democrats and mugwumps. It has been tried and all it has ever done for the Republicans was to cause them to lose the last presidential election. We believe in the good old Jacksonian doctrine. "To the victor belongs the spoils," and we hope that President Cleveland will turn out of office every Republican and replace them with good, old-fashioned Democrats. Then we will know where we stand, and it will be a stimulant for the young Republicans to work for their party in the next presidential campaign, when, if successful they will be rewarded by filling the places now held by Democrats.
