"I most heartily congratulate you on the glorious news of the capture of Cornwallis and his Army. A Mr. Lovett and Mr. Frye, persons of acknowledged veracity, and belonging to this place, arrived last evening from Chesapeake, and assure us, That on the 17th, Cornwallis proposed a cessation of arms for 24 hours. Gen. Washington granted a cessation of two hours: That at the expiration of that time, articles of capitulation were agreed on; on the next day signed, when the allied army took possession of York Town. The person, whom I saw declares, That he saw the flags of America waving in triumph on the walls of the town and the vessels of the enemy coming down under French and American colours: That he was on board the Admiral in order to get a pass and saw the Admiral when he returned from signing the articles of capitulation: That in consequence of the Admiral's directions, three huzzas were given through the fleet. He further adds, That there were three frigates and about 100 sail of transports, taken. He declares, if this is not true, his senses are liars."
