From all we have seen and heard, we are strongly inclined to believe, that the embargo has been imposed at the instance of Bonaparte. General Rea, a member of Congress from Pennsylvania in writing to a friend at Chambersburg says,

"This measure originated on a message from the President, announcing the receipt of dispatches from Gen. Armstrong our minister at the court of France!"

-This we believe is the truth. but not the whole truth, it is however quite as much and indeed rather more than could be expected from any person who voted in favour of the measure.
