The good understanding which prevails between Lord St. Vincent and the Spanish government has given umbrage to the French Executive; and the Republican army under Gen. Augereau, at Perpignan, has recently received considerable augmentation.
His Catholic Majesty was forced into the contest with this country, in opposition to his inclination and interests; and in its prosecution has experienced nothing but disaster and disgrace. There exists, therefore, a strong concurrence of circumstances to warrant the opinion, that the Cabinet of Madrid is wearied of the war. The influence, however, which enforced its unnatural coalition with France, still prevails; and we apprehend must render all overtures or disposition for peace abortive. The reciprocal civilities of the British Admiral, and the Governor of Cadiz, are most extraordinary, and we believe unknown in the annals of war.
