Representative Montague is the dean of the Virginia delegation in the national house of representatives and has served eleven consecutive terms in that body.
He began his political career from a national and state-wide standpoint when, in 1893, he was appointed by President Cleveland as United States attorney for the Western district of Virginia. He was attorney-general of Virginia for four years, beginning January 1, 1898. He was governor of Virginia for four years and one month, beginning January 1, 1902.
After recovering from a severe illness, which forced a long vacation last summer and fall, Mr. Montague has been exceptionally active at this session of congress, due, in part, to a great increase in his duties, caused by his holding the acting chairmanship of the house judiciary committee, one of the most important committees in Washington.
He was recently re-elected, for the fourth term, to the presidency of the International Parliamentary Union.
The Third congressional district is composed of the cities of Richmond and Williamsburg and the counties of Charles City, Chesterfield, Hanover, Henrico, James City, King William and New Kent.
Prior to the congressional redistricting of this year the Third district also included Goochland, but this county has been placed in the new Eighth district.
