PHILADELPHIA, July 12.

TO PHINEAS BOND ESQ.
CONSUL GENERAL OF GREAT BRITAIN
FOR THE MIDDLE STATES.

SIR,

As you, from your station, must be supposed to be acquainted with the meaning and intention of the orders of your king in council, it is the wish of many Americans to be informed, if there are any, and if any, what other nation, which employs vessels in the whale and cod fisheries?

The reason why this enquiry is made, is this—that we suppose and verily believe there is no other nation which has engaged in these fisheries, but the American; and if so, that the late British order in council is in fact an act of legislation over the United States to all intents and purposes.
