An Insulting Scoundrel Arrested.

About 8 o'clock last evening a well-dressed young man, giving his name as J. C. Baird, was arrested by Officer Bob Sutton at the corner of Seventh and E streets northwest for making indecent and insulting remarks to a couple of ladies. The latter paid no attention to the scoundrel, but passed up the street ere the officer could ascertain their names. Baird was taken to the Fifth precinct and placed behind the bars, preparatory to a visit to Judge Snell's court to-day.
