Among the speeches delivered in Congress this session, none seems to be more universally approved of than that of Mr. Hamer's of Ohio, in favor of the South Sea expedition. The enlarged and liberal views entertained by Mr. Hamer, the cogency of his facts and arguments, and the bland and courteous style of his speech, have all made an impression upon the public mind every way favorable to the speaker. Mr. Hamer is a Western representative who does not begrudge an appropriation of public money because it is to be expended out of his own immediate district. He goes for the general good wherever and whenever it can be properly secured.
