Argentina's Threatening Demeanor Causes Strengthening of Navy
FLEET ORDERED MOBILIZED.
The Hostility Now Existing Between the Two Nations Ascribed to Delay In Settlement of a Territorial Dispute
London, Dec. 12.--The Times publishes a dispatch from Valparaiso which says:
"The first symptom at the present juncture of a possible awakening of warlike excitement among the Chilean public is the announcement that a mass meeting of working people is to be held at Santiago Dec. 15 to express approval of the action of the government in dealing with the Argentina question. Even this apparently is merely an offset to another meeting promoted by the advocates of peace at any price.
"The buying of ships to take the place of vessels of questionable efficiency, the mobilization of the fleet for maneuvers and the strengthening of relations with friendly neighbors, Colombia and Ecuador, are not regarded here as signs of aggressive intentions on Chile's part, but only as natural precautions evoked by the unexpectedly threatening demeanor of Argentina."
Argentina's Attitude.
That there is a decidedly hostile feeling to Chile in the Argentine Republic is evinced by the following dispatch from Buenos Ayres:
"In official circles there is a growing conviction that Chile is seeking a pretext to escape from giving a definite reply to Argentina's proposals for the settlement of the dispute in regard to the roads or pathways opened in the disputed territory. This belief is based upon the request by Chile for the postponement of the next conference between Senor Yaunez, the Chilean secretary of foreign affairs, and the Argentine minister to Chile, Senor Portela, until next Friday.
"It is generally believed that the dispute will not be settled on that day, that Argentina will be forced to recall Minister Portela, that the government will send troops to occupy the roads or pathways in the disputed territory and that a statement will be made to King Edward of Great Britain, the arbitrator of the boundary question.
"A Buenos Ayres newspaper announces that a private dispatch has been received from a banking house in Santiago, Chile, to the effect that President Riesco is disposed to obtain an early settlement of the dispute in order to avoid a conflict, but that the members of the Chilean cabinet are in a different mood."
