Extract of a letter from a gentleman in Buenos-Ayres to his friend in this city, dated
"BUENOS-AYRES, NOV. 10, 1820.
"I have nothing else to tell you, but the common news of this place; and even of this very little. Officers here are in a terrible state of disorder. Since the beginning of this year, there has been no less than 16 Governours; in fact we get so used to these things, that we do not think so much of them as people do in England of a change of Parish officers. It would be useless for me to attempt to give you a detailed account of the different political reasons why one Governour is put in, and another turned out; for in fact I do not know them myself, there is so much plotting and intriguing in their manoeuvres, nor do one-tenth part of the Englishmen here. Once the army took the town by storm, and at another time one was hovering about it for a month, plundering all around. This, as you will naturally conclude, tends greatly to the depression of trade.-- The present Governour, Martin Rodriguez, seems more popular than any that have been elected, and likely to continue Governour for some time, in which case we may hope for peace and good trade.
