Sept. 19. Just before the close of last Session of Parliament, when American affairs came upon the tapis, the Ministry insisted that the adjusting the disputes between Great Britain and her colonies lay within their department, and not in that Parliament; and, having a majority, they confirmed their opinion. But it is to be hoped a contrary opinion will be adopted in another Session, and the world thereby convinced that what relates to the welfare of the community is matter of parliamentary inquiry and adjustment.
