Congress. -- On Monday last Congress closed the first term of its Nineteenth Session: The doings of this body during the past winter, have been a shameful burlesque upon legislation, and have placed a stigma upon the American character, which half a century will fail to obliterate. That the presiding officer of the Senate, should have winked at the disgraceful scenes which have taken place in that body, almost staggers the strong faith we have hitherto entertained for the character of Mr. Calhoun, and that there should be found men vile enough to take advantage of the Vice President's imbecility, adds another proof to the many which daily happen, that man, in his pursuit of fame will trample down the laws of his God and his Country. -- The proceedings within the Senate Chamber have been, if possible, out done in the Cabinet - some of its most prominent members, have come forth, at mid-day, to assassinate a fellow being -- to deprive him of life, and to send him without a moment's warning into the presence of his Maker. Had these things happened among the Japanese, where it is the custom to ease each other of their bowels upon the slightest provocation, it would have been viewed differently : but that the Capitol of the American Republic, should become a resort for brawlers and assassins, and those assassins the officers of our Government who do their deeds in the presence of the whole foreign diplomatick corps, is enough to arouse the indignation of every citizen of this injured country.
The conduct of the Rhode-Island delegation, has been just what we expected it would be. They have shown themselves the representatives of a christian people ; they have shown that the confidence of that people was not misplaced ; they have conjured up that respect for our state, and that influence for her representatives, which was entombed with the lamented Burrill.
