New-York, March, 29.

FROM CADIZ.

Capt. Barnard, who arrived here yesterday in 48 days from Cadiz, informs, that an expedition of about 6000 troops was on the eve of sailing for Lima. He also states that there was in the neighborhood of Cadiz, 18000 troops, twelve thousand of which were reviewed in Cadiz prior to his departure.

Mr. Simpson, an English gentleman had engaged with the Spanish government to furnish transports at 20 dollars a ton.

The Spanish government had issued a decree, announcing, that all foreigners found in arms among the Patriots, should be immediately executed.
