Dec. 22 — Statements by Japanese authorities disclosed tonight Manchukuo, with or without the Tokyo government, is in a definite campaign in outer Mongolia, regarded as fraught with a conflict between the imperialism of Japan and Soviet Russia because the Japanese army protects Manchukuo and dictates its actions, while the Soviet Union dominates outer Mongolia.
The new military campaign, it was learned, has been carried out under the "ambiguous boundary between Manchukuo and Mongolia."
