THE CHARGES AGAINST BEAST BUTLER.

The investigation by the House Military committee into the charges against General Butler, made by Mr. Farnsworth, of corruption and mismanagement of the affairs of the soldiers' homes, Colonel Weigel, of Baltimore, and Capt. H. A. Arnold of the Wisconsin home, at Milwaukee, were examined. Their testimony mainly related to the character of the appointees who, under Butler's supervision, have filled official places, and included statements that Butler has not always followed the rule prescribed by the board of managers, to appoint disabled officers only to those places, but that during recesses of the board, he has taken advantage of his position as president to give those places to personal friends without regard to other qualifications. It is also charged that for a property purchased at Augusta, Maine, for fifty thousand dollars, only thirty thousand dollars were actually paid.
