two English ships of war having appeared off that bay, the Governor of the place sent word to Commodore Proby, who was at anchor there with three ships, that he could not admit of more than three ships of war at a time; on which Commodore Proby sent to the Governor a copy of the last treaty signed between Spain and England, and ordered the messenger to inform him that if, contrary to the said treaty, he would not admit more than three ships of war at a time into the bay, he desired he would send the Commodore a copy of his orders in writing, and during that time he would order the two other ships to keep out at sea. But the Governor, not choosing to send a copy of the order, the two other ships of war have since cast anchor near the three others before mentioned in the bay.
