The Postal Deficit.
Postmaster General Cortelyou's report analyzing the postal deficit discovers a condition of affairs that it ought to be pretty easy for the government to remedy. The postmaster general's failure to declare that he will move immediately for reform in the matter of free postage, over payments to railways, etc is disappointing. His report shows clearly that the department can be placed on a paying basis. Why should not every department of the government be made to pay its postage? Why should the postal department bear all this burden? This one item alone would more than wipe out the deficit. The postmaster general, also admits, that because of the enormous amount of free matter sent through the mails, unnecessarily by the government and its officials, the annual expense of carrying the mails is increased to an amount more than equal to the annual deficit. This is a more serious matter still. It is simply throwing money away for nothing. If Mr. Cortelyou will set his face for reform in the postoffice department he can accomplish a revolution which will eclipse everything else he has done in public life.
