Cheshire is one place where the Connecticut company will not be allowed to lay double tracks along the town's main street over the veto of the selectmen, the railroad commissioners having decided that public convenience and necessity do not call for the change at this time. That is what should decide the case in every instance of this sort, whether the improvement asked for is really a matter of public necessity or whether it aims to serve private ends.
