House of Representatives,
Tuesday, 3 o'clock, P. M. met according to adjournment.
WENT into the order of the day, hear
Upon hearing and considering a petition from Abigail Johnson, praying that she might be authorized to convey to John Calfe, Esq, four acres of land, sold by her late husband; the prayer was granted, and leave given to bring in a bill.
Upon hearing and considering a petition from Hannah Peaslee, praying that she might be authorized to convey certain lands sold by her late husband, leave was given to withdraw the petition.
Upon reading and considering a petition from Arthur Livermore, Esq. and others, praying for leave to build a bridge over Pemigewasset river, the prayer was granted, and leave given to bring in a bill.
Voted to postpone the hearing on a petition from Isaac Hubbard to the first Tuesday of the next session.
Upon reading and considering a petition from James Little and others, praying for the incorporation of a part of New-Hampton into a town by the name of Center-Harbor, the prayer was granted, and leave given to bring in a bill.
Voted to postpone the hearing on a petition from Abraham Swain and others, to some future day in the present session.
Voted that Mr. Bettan be one of the committee which was appointed at the last session to consider of some method for making corporations liable for the satisfaction of Executions, instead of Mr. Sprague, resigned.
Upon reading and considering a petition from Samuel Hill and others, inhabitants of the town of Portsmouth, praying that they might be incorporated for the purpose of forming an Aqueduct for bringing water into the town of Portsmouth, &c. voted the petitioners a hearing.
Voted that Mr. Upham be one of the committee on the propriety of passing a law respecting intailed estates, instead of Mr. Sprague, resigned.—Adjourned.
Wednesday, Nov. 29
Voted a committee to take under consideration a bill for regulating mills.
Voted a committee to take into consideration a petition from Charles Peirce.
Agreeable to the order of the day, proceeded to a hearing on petitions.
Upon hearing and considering a petition from Abel Learned & others, inhabitants of Cockburn, praying for an incorporation, the prayer was granted and leave given to bring in a bill.
Upon hearing and considering a petition from Samuel Marsh and others, praying for the privilege of building a bridge over Merrimack river (at Hill's ferry so called) between Nottingham-West and Dunstable, the prayer was granted and leave given to bring in a bill.
A petition from Thomas Bartlett was dismissed, no person appearing in support thereof.
Voted a committee to take into consideration the law regulating pounds, to report such alterations and amendments as they should think proper.
A petition from Enos Towne and others, respecting retailing spirituous liquors, was read and referred to a committee.
Voted to grant the prayer of a petition from Daniel Kimball and others, owners of a library, praying for an incorporation.
Voted to grant the prayer of a petition for incorporating a library in Fitzwilliam.
The parties on the petitions from Londonderry, also on the petition from East Kingston were heard.
The remainder of the hearings were postponed until to-morrow.—Adjourned.
Thursday, Nov. 30.
A bill for incorporating the proprietors of a library in Boscawen, having had three several readings, passed to be enacted.
Voted a committee to take into consideration a petition from Jonathan Hoyt, respecting taxes.
Voted to have printed two hundred copies of the proposed bill for directing the proceedings against the trustees of absconding debtors, for the use of the members.
Resumed the consideration of the petitions which were heard last evening.
The prayer of a petition from Jonathan Adams and others, inhabitants of Londonderry, praying that they might be incorporated into a poll parish, was granted, and leave given to bring in a bill.
The prayer of a petition from the selectmen of East-Kingston, respecting a line between Kingston and East-Kingston, was so far granted, that they had leave to bring in a bill for establishing the line run in 1740, as the boundary line between the two towns; the yeas and nays were called on the question, and were 68 yeas—36 nays.
A bill for regulating mills, having had three several readings, passed to be enacted.
The committee on a petition from Jonathan Hoyt, reported, that on the petitioner's procuring sufficient bonds for the payment of the taxes mentioned in the petition, and legal costs, within one year, that the Treasurer be directed to give order that no further proceedings be had on an extent issued against said Hoyt.
Agreeable to the order of the day proceeded to a hearing petitions.
Heard the parties on the petition of Eliphalet Taylor and others, and on the petition of Josiah Sanborn.—Adjourned.
Friday, Dec. 1.
Voted to grant the prayer of a petition for incorporating a library in the town of Cornish.
Upon reading and considering of a petition from Elizabeth M'Glothland, stating that her son Josiah was born out of wedlock, and had no surname, and praying that he might have the name of Carter, the prayer was granted, and leave given to bring in a bill.
Voted a committee to fill up the blanks in a bill for incorporating the proprietors of Holderness bridge.
Voted to grant the prayer of a petition for incorporating a library in Canterbury.
Voted a committee to consider of a petition from Jacob Smith and others, respecting fishing.
Resumed the consideration of the petitions which had been heard and not determined on.
Upon considering of a petition from Eliphalet Taylor and others, praying for the incorporation of a Baptist Society in Northwood, leave was given the petitioners to withdraw their petition.
Upon considering of a petition from Josiah Sanborn, praying to be restored to his law, the prayer was granted, and leave given to bring in a bill.
Upon considering of a petition from Thomas Miller, praying to be restored to his law, the prayer was granted, and leave given to bring in a bill.
Upon considering of a petition from Stephen Evans, Esq. praying to be restored to his law, the prayer was granted and leave given to bring in a bill.
A bill to incorporate the North East part of New-Hampton into a town, and to invest the inhabitants thereof with all such privileges and immunities as other towns in this State hold and enjoy, having had three several readings, passed to be enacted.
The report and vote relative to the petition of Jonathan Hoyt, being returned by the honorable Senate, the following vote was passed:
Voted that the State release to the said Hoyt the sum due from him, he paying the whole of the charges already arisen on account of the extent issued by the Treasurer, and that the Treasurer take notice and govern himself accordingly.
Voted a committee to take under consideration a bill for regulating tanners and curriers.
Voted a committee to take under consideration a bill for regulating weights and measures.—Adjourned.
SATURDAY, Dec. 2.
A bill to incorporate the Congregational Society in Londonderry, having had three several readings, passed to be enacted.
The committee to consider of the propriety of passing an act directing the appointment of a clerk to the Superior Court in each county, reported that directing the appointment of Clerks to the Superior Court in the several counties, will at present be inexpedient, which report was accepted.
Voted a committee to consider of a petition from Daniel Humphreys, Esq.
Voted a committee to take into consideration the expediency of encouraging artizans in each county in this State, to manufacture fire arms, or report any other measure to procure them, that the militia of the State may be armed.
Voted a committee to consider of a petition from Edward Hall, respecting representation; to act on all similar petitions.
Voted a committee to consider of a petition from Jacob Smith and others, to take into consideration the act to prevent the destruction of Salmon, Shad and Alewives in Merrimack river, and report such alterations and amendments as they shall think proper.
A bill to authorize Abigail Johnson to convey certain lands, having had three several readings, passed to be enacted.
Voted a committee to consider of a petition from Joseph Wooster and others.
Voted a committee to take under consideration a bill regulating the mode of ascertaining the travel and attendance of witnesses in the several courts of law in this State.—

Monday, Dec. 4.
The Speaker and Speaker P. T. being absent, motion was made for the choice of a Speaker P. T. and Abel Parker, Esq. was chosen.
A bill to restore Stephen Evans, Esq. to his law, having had three several readings, passed to be enacted.
Voted a committee to consider of a bill in addition to an act, intitled, "an act for laying out highways."
Voted a committee to consider of a petition respecting a road from Shelburne to Strafford, in the county of Grafton.
Voted a committee to consider of a petition from Jeremiah Eames and others, respecting a bridge. Adj.
Tuesday, Dec. 5.
A bill to incorporate a library in Nottingham-West, having had three several readings, passed to be enacted.
A bill to incorporate a library in Pelham, having had three several readings, passed to be enacted.
Voted a committee to consider of a petition from Stephen Couch, respecting a loan of money or a lottery, &c.
Voted a committee to take into consideration the law intitled, "an act regulating processes and trial in civil causes." to report such alterations and amendments as they shall judge necessary.
