The following article is published in the New-York Gazette with assurance, that it comes from a gentleman who has access to the best information:
"BALTIMORE, MAY 4.-Turreau, the French minister, is here-also, Mr. Erskine. Although negotiations are on foot, they are not likely to determine until the ultimatum of our government is known in France, and a vessel is to be immediately dispatched therewith. Of this Mr. Smith, Secretary of State, yesterday gave Mr Turreau official notice -offers to take any dispatches for him. Turreau is recalled, and another Minister is coming out to succeed him.
A government vessel sails immediately from hence, it is supposed, for England as the dispatches for the British sloop of war Rosamond, arrived at Norfolk six hours after she sailed. Turreau's expectation is, that the negotiations will terminate favorably."
