MAJOR JAMES GARLAND—A paragraph was copied into this paper, some days ago, from the Baltimore Republican, which intimated that Maj. Garland was about to shift his ground, and become ultra in favor of the Sub-Treasury. We did not then believe it—indeed, we were sure of the falsity of such an impression. The latest Charlottesville Jeffersonian announces the reception of a communication of considerable length from the Major, in which the matter is set right. The Jeffersonian says, that the Major regards the Sub-Treasury Bill as so hostile 'to the purity of the government, the rights of the States, and the liberties of the people, that he would as soon think of gibbetting his own son as voting for it, unless controlled by his constituents.'
